First of all if you or she is still young it is very possible she's just nervous and doesn't know how to respond. You said that you were shy, does she seem to be shy as well? If so I'm thinking it could just be lack of experience and nerves. She could also be rejecting you but I would think someone would just say no or even hell no if they thought they were above you? But it's been awhile since high school for me so who knows?
